The Provisional Central Committee, Communist Party of India (Marxist–Leninist) is a communist political party in India. The party was led by Satyanarayan Singh, and later by Santosh Rana. The party is sometimes referred to as CPI(ML) [Santosh Rana Group] or a similar name.
The PCC, CPI(ML) evolved from the group loyal to Satyanarayan Singh from the original Communist Party of India (Marxist-Leninist). Singh had rebelled against the party leader Charu Majumdar in 1971, provoking a split. In April 1973, Singh's party faction was reorganized, establishing a "provisional central committee" while still claiming the mantle of the CPI(ML). Santosh Rana had himself also broken with Charu Majumdar in 1971, and later joined Singh's group.
In 1984 a severe split occurred in the PCC, CPI(ML) between the loyalists of Singh and a faction that had come to be headed by Santosh Rana. The group of Rana came to win a majority in the leadership, while Singh's followers formed a new committee and de facto a new party. Singh died shortly afterwards. Santosh Rana died in 2019.
Rana came to have disagreement with the line and tactics of guerrillas such as those of the CPI(Maoist), and the PCC, CPI(ML) was amongst the earliest Naxalites to take part in elections. It has come to consider the RSS and the BJP as a central, fascist danger to India.
Historically, the party's main publication has been the theoretical journal, For a New Democracy.
The PCC,CPI(ML) is a founding member of the International Coordination of Revolutionary Parties and Organizations (ICOR).
