COMMISSARS NATIONALIZING FOREIGN TRADE

All foreign trade is nationalized. Commercial dealings for the purchase and sale of all kinds of products (raw materials, industrial manufactures, agricultural produce, etc.) with foreign States and individual commercial firms abroad are to be conducted in the name of the Russian Republic by bodies specially authorized for this purpose. Apart from these bodies all trade arrangements for importing from and exporting to other countries are forbidden.
Note: Regulations for parcel post and passengers' luggage will be published separately.
Nationalized foreign trade is to be conducted by the People's Commissariat for Trade and Industry.
A Council of Foreign Trade attached to the People's Commissariat for Trade and Industry is to be established to organize exports and imports....
