On March 1, 1978, the Marxist-Leninist Organizing Committee issued a Draft Party Program. This Program has been submitted to the U. S. multi-national proletariat and its allies for consideration and criticism. The Draft Program is a vital step in the preparation of the conditions for the reconstruction of the Party of the working class in the United States. It is the first Marxist-Leninist Program for the guidance of the class struggle since the degeneration of the Communist Party USA in 1944.
The MLOC is steadfastly committed to make every effort to unite all those dedicated to the victory of the proletariat over the bourgeoisie, the establishment of the dictatorship of the proletariat, socialism and communism. As a part of this process of building unity, discussions will be held with organizations around the Draft Party Program.
Where these discussions show a very high level of unity around the strategy and tactics set out in the Draft Party Program and the Marxist-Leninist stand, viewpoint and method, the MLOC would look forward to a merger of organizations.
With all those organizations who can unite in the distribution of the Draft Party Program, yet see significant differences to resolve on specific questions of tactics or any other outstanding questions, but not fundamental principles, we would enter into discussions for the formation of a Leninist organizing committee.
Some organizations have carried out class struggle in the recent past, in one instance or another, but have committed fundamental revisions of Marxism-Leninism. With these organizations we are prepared to meet and engage in struggle for the purpose of achieving unity over the correct path for proletarian revolution in this country.
With consolidated counter-revolutionary organizations of long standing like the CPUSA and the various Trotskyist sects, there is no basis of struggle other than the war of our class against the bourgeoisie and these class collaborators.
The subjective factors for revolution in the United States are now developing very rapidly. Many earlier shades of differences have already become matters of life and death for the proletariat and can no longer be suppressed by unprincipled peace in large organizations or small collectives. Major splits have begun and more will undoubtedly follow. U.S. Marxist-Leninists must rally around a clear forthright statement of the revolutionary interests, aims and objectives of the U.S. proletariat. This statement is embodied in the Draft Party Program. In order to achieve the greatest possible genuine unity, to avoid unnecessary and harmful splits, the correct method to proceed is principled discussion on the Draft Party Program. For these reasons we strongly urge a meeting of our organizations.
This meeting should take place after your organization’s review of the Draft Party Program. This meeting should take place as soon as possible to facilitate any additional discussions which might be needed to achieve unity. Arrangements regarding security and travel plans will be taken into consideration. We would propose the following time and place for such a meeting:______________
